Hills’ (2015) book on the distributional implications of welfare policy is the best and most comprehensive guide to some of the complex, but important, issues involved. Deakin and Wright’s (1990) collection of papers provides a useful guide to some of the problems with the provider culture, which are still relevant today. Discussion of the issues involved in producing and delivering welfare has been taken up by Butcher (2002) and Miller (2004). Le Grand’s (2003) book on motivation and agency is the most important contribution to understanding why agency matters in welfare delivery. Flynn (2012) is the best textbook on new public management, and Boyle’s (2001) attack on target setting is the most accessible critique of one of its key features. Needham and Glasby (2014) is a topical guide to some of the issues involved in the recent moves to promote personalisation and co-production. Glennerster (1997) remains a good introduction to the different ways in which welfare is funded, and his more recent book on the financing of welfare (Glennerster, 2009) examines the arguments behind public funding and the ways in which different services are financed.
